Who applies where?
1) Go to the France Visa Application Centre
In line with the Consulate General of France in Shanghai, the
following categories of visa applications have to be submitted to
the France Visa Application Centre:

Please note: applying to the France Visa Centre is not an obligation.
Applicants may also request a visa directly to the Consulate general
of France, visa section, with prior appointment booked by calling
the help line no 33303600 at the France Visa Centre.
2) Go directly to the Consulate General of France
I first need to schedule an appointment by calling the helping
no 33303600 at the France Visa Centre and proceed directly to the
France Consulate on the appointment date for submission of the application.

EU citizen's spouse
Foreign child of a French citizen
Visa for adoption purpose
Students, French Government grant holders
Long stay visa for commercial activities

Holders of official passports, diplomatic, service or public affairs

Please note: an ordinary passport accompanied by a verbal note is
not considered as an official passport and has to be submitted at
the France Visa Centre through prior appointment.
Holders of an official letter of invitation from the French Government
Holders of an official letter of invitation issued by an international
organization having its headquarters in France
Persons who have presented documents proving the necessity of their travel on humanitarian grounds, including the need to receive urgent medical treatment and the person -only one- accompanying such person or to attend a funeral of a close relative -spouse, children, parents, grandparents and grandchildren- or to visit a seiously ill close relative -spouse, children, parents, grandparents and grandchildren.
The following categories of visa applicants will directly receive a convocation letter from the Consulate general of France :
Employees of a French company, ANAEM procedure
Family regrouping, ANAEM procedure
Accredited French companies
General provisions of the agreement on visa matters signed by French companies, called accredited French companies, stay unchanged except that, from now on, the visa applications have to be submitted to the France Visa Centre.
Authorized staff from those companies, holder of a VIP badge issued by the Consulate general of France, is allowed to submit visa applications to the France Visa Centre, without prior appointment, Monday to Friday, from 8.00 am to 12.00 am.
For French accredited companies which do not yet have assigned accredited staff within their companies (i.e no staff has been issued a VIP badge by the French Consulate) :
- Employees applying for a visa must show up themselves to the FVAC to submit their visa application with prior appointment scheduled through the FVAC call centre;
- Employees do have the benefit of the simplified procedure i.e only documents listed on appendix 2 of the visa agreement general provisions are required.
